Census Reports


In the AAP, employees are assigned to Job Groups. For each Job Group, the percentage of Minorities and Females is calculated on the first day of the Affirmative Action plan year. These percentages are compared to the "Availability" of Minorities and Females in the area in which you recruit to determine if you need to set goals.


The Availability Analysis is an estimate of the percentage of Minorities and Females that you would expect to find through good faith efforts to fill openings. Most employers use Census Reports from the US Census Bureau to begin the Availability Analysis.


The Census Bureau has assigned all jobs in the United States to one of 471 census titles. Employers match their jobs to these census titles, and analyze the percentage of Minorities and Females for each census title. The Census Bureau publishes separate reports for counties, metropolitan areas, states, and the entire United States. Depending on how recruiting is done, an employer may combine job titles and use more than one territory to estimate the Availability of Minorities and Females for each Job Group in the Affirmative Action Plan.
